tripod clothes line

My neighbour was caught taking upshirt photos of my wife while she was gardening with our 2 boys( 4 & &yearolds. The boys had no shirts on and they were with mum. He was hiding under a blanket in his house taking photos. I rang the police, instead of dealing with it myself. The police asked him if he did, he denied it until the police saw him deleting them. Then he admitted to it. Now, 6 months later, the police said no charges will be laid. I am shattered. My other neighbours have had underwera taken from clothe lines and have seen his camera on a tripod pointing at young girls playing in our street. What can i do to annoy him without getting in trouble or caught?
